Leading Path to Permitting: Lessons from HRSD Swift Program

In this video, the Permitting Pathfinders explore how Hampton Roads Sanitation District’s (HRSD) SWIFT program demonstrates that permitting can be a pathway for responsible innovation. Through the principles of evidence, transparency, and alignment, the project highlights how early regulatory engagement, pilot testing, independent oversight, and stakeholder collaboration helped create a trusted framework for large-scale aquifer recharge.
